La mesa de contratación ha propuesta adjudicar a la empresa Gestión y Ejecución de Obra Civil el proyecto para la reurbanización y reordenación de la avenida Diputación, entre la avenida Embarcadero y la Carretera La Mediana. El proyecto cuenta con un presupuesto de 1.128.000 millones de euros (sin IVA) y se encuadra en el Programa de ayudas a proyectos singulares de entidades locales que favorezcan el paso a una economía baja en carbono, en el marco del Programa Operativo FEDER de Crecimiento Sostenible 2014-2020 (cofinanciado en un 80% por el Fondo Europeo de Desarrollo Regional).
El alcalde, José Ignacio Landaluce, ha manifestado que se trata de un proyecto muy necesario y muy demandado, ya que la Avenida Diputación es una de las vías más importantes de la barriada del Rinconcillo, cuyo deterioro dificulta transitar por ella en algunos tramos, tanto por el mal estado de la calzada como por la estrechez de las aceras. “Este equipo de gobierno siempre ha considerado prioritaria la actuación, aunque su elevado coste ha supuesto una dificultad añadida ya que hay que tener en cuenta que el ámbito de actuación supera los 700 metros, y que la superficie afectada por las obras es de 11.000 metros cuadrados. Una obra cara y difícil, que por fin podremos llevarla a cabo gracias a los fondos europeos, y a nuestra insistencia en la gestión de ayudas que nos permitan acometer esos proyectos que consideramos tan necesarios para la regeneración socioeconómica de las barriadas y la mejora de la calidad de vida de los vecinos”.
La delegada de Urbanismo y de Fondos Europeos, Yéssica Rodríguez, ha explicado que con este proyecto se pretende la rehabilitación integral de la Avenida Diputación, actuándose desde distintos frentes para llevar a cabo la renovación de todas sus redes y hacerlas más eficientes, a la vez que mejorar la movilidad urbana y la estética de este importante viario mediante una nueva reordenación de los espacios, dotándolo de jardinería y mobiliario urbano de diseño y facilitando la conectividad con el entorno.
La avenida Diputación constituye uno de los principales ejes comerciales y de comunicación del Rinconcillo, junto con la Avda. del Embarcadero, el Camino de la Mediana o la calle Cabo Peñas, atravesando la barriada de este a oeste, desde su confluencia con la vía de servicio de la A-7 (a la altura de la “Venta Peña”), hasta la conocida como “Rotonda Brígida”, junto a la playa. Además es utilizada como acceso a las zonas del Embarcadero y La Ermita y hacia la playa, siendo uno de los aparcamientos principales para los usuarios de ésta.
En esta avenida se concentran infraestructuras básicas de la barriada que generan importantes desplazamientos de ciudadanos, tales como el colegio Nuestra Señora de los Milagros, la parroquia del mismo nombre, el acceso al centro de salud, e incluso dos núcleos de locales comerciales con actividades de restauración, productos básicos de alimentación y una farmacia.
Las actuaciones previstas se estructuran en torno a dos grandes bloques. Por un lado, la mejora de la movilidad peatonal mediante el ensanche de acerados; ejecución de pasos de peatones elevados e incluso rebajados donde sea necesario; y la renovación de la pavimentación para la supresión de irregularidades en la superficie. Por un parte, se contempla la renovación de las instalaciones de alumbrado exterior mediante la adaptación a la normativa vigente, con el consiguiente aumento de la eficiencia energética y ahorro en el consumo de energía eléctrica.
También se han previsto caminos escolares peatonales seguros, desde la urbanización del Embarcadero hasta el Colegio de Ntra. Sra. de los Milagros; acciones de calmado de tráfico mediante limitación de velocidad a 30km/h; y la resolución de las deficiencias que presentan las infraestructuras de abastecimiento, saneamiento, baja tensión y telefonía, adaptándolas a las normativas vigentes y mejorando sus prestaciones.
