El PSOE de Algeciras lamenta que el equipo de gobierno presidido por José Ignacio Landaluce haya votado en contra de las dos mociones presentadas al pleno de este martes por el Grupo Municipal Socialista, y que, tras su debate y votación, fueron rechazadas. Tal y como ha recordado hoy la secretaria general del PSOE algecireño, Rocío Arrabal, la aprobación de cualquiera de estas dos mociones hubiera implicado significativas mejoras para la ciudadanía, y su rechazo demuestra que “el alcalde lleva tiempo preocupado únicamente por los fastos y otras cuestiones, pero no por dar soluciones a los problemas reales de la gente”.
En una de estas mociones, el PSOE pedía al Ayuntamiento que evaluara las consecuencias urbanísticas de las obras del Acceso Sur y redactara un informe con actuaciones necesarias para aprovechar las oportunidades de mejora que ofrece esta obra, especialmente para los vecinos de la zona sur de la ciudad. Los socialistas también instaban en dicha moción al equipo de gobierno local a cumplir el acuerdo adoptado por el pleno de la Corporación el 14 de febrero de 2017, que “como tantos otros, lleva desde entonces guardado en un cajón”, y a proceder de una vez a la revisión del Plan General de Ordenación Urbana (PGOU) de Algeciras.
Tal y como consta en el propio texto de la moción, el pleno de la Corporación Municipal aprobó por unanimidad el 14 de febrero de 2017 una moción del Grupo Socialista por que se acordó la redacción de un informe por los técnicos responsables del Área de Urbanismo sobre los pasos a seguir para proceder a la revisión del Plan General de Ordenación Urbana, el inicio de trámites y la dotación presupuestaria para afrontar la revisión del PGOU.
Según recordó el viceportavoz municipal, Fernando Silva, en la defensa de la moción, ese acuerdo plenario sigue sin cumplirse más de cinco años después, pese a haber sido aprobado por todos los grupos políticos. “En 2017, existían razones más que justificadas para la demandada revisión, y el paso del tiempo solo ha hecho aumentar la necesidad de actualizar el plan general de nuestra ciudad, que data de 2001”, recordó.
En cuanto a la moción sobre la necesidad de que se adopten bonificaciones del transporte público urbano, en consonancia con las medidas anticrisis aprobadas por el Gobierno de España para los próximos meses, Arrabal lamenta que ésta también haya sido despreciada por el equipo de gobierno local, en una falta de solidaridad con las familias más afectadas por la actual crisis económica que ha considerado “penosa e inexplicable”.
Según detalló durante la defensa de la moción el concejal Fran Fernández, actual secretario de Organización del PSOE algecireño, los socialistas algecireños entienden que la empresa pública Algesa-CTA debería establecer la gratuidad de los billetes de autobuses urbanos entre el 1 de septiembre y el 31 de diciembre del presente año, y también que el gobierno local debería habilitar un programa de bonos para el fomento del uso del servicio de taxis durante dicho periodo.
Asimismo, en la moción se pedía que el Ayuntamiento de Algeciras instara a la Junta de Andalucía a aplicar medidas de gratuidad del transporte público terrestre, en el ámbito de sus competencias en esta materia. Tal y como recordó Fernández antes de que la moción fuera sometida a votación, y posteriormente rechazada, “el Gobierno de España, con su presidente Pedro Sánchez al frente, ha anunciado y el Congreso de los Diputados ha respaldado una batería de medidas para proteger de la inflación a la clase media y trabajadora, asegurar un reparto justo de las cargas de la guerra y seguir modernizando nuestro país”. Lamentablemente, esto, por ahora, parece que no será posible en Algeciras.
El PSOE, en contra de la Cuenta General del Ayuntamiento correspondiente a 2021
Por otra parte, durante el pleno de este martes también hubo ocasión de explicar por qué el PSOE algecireño muestra su rechazo a la Cuenta General del Ayuntamiento. Tal y como detalló el viceportavoz municipal, Fernando Silva, dicha Cuenta fija una deuda municipal de 2.300 euros por habitante, mientras la inversión es de 30 euros por cada algecireño. En el capítulo de gastos se vuelve a repetir como cada año un bajo nivel de pagos por inversiones reales, de poco más de 400.000 euros frente a los 23 millones presupuestados en ese capítulo. Según se recoge en el mismo documento, el periodo medio de pago de facturas seguía fuera de la legalidad al cierre de 2021, con 139 días, una cifra que es menor pero que sigue sin entrar en márgenes legales en los más recientes informes del Ministerio de Hacienda del presente año.
“La cuenta general de 2021 refleja el creciente aumento de la deuda municipal, que sigue batiendo marcas, y el engaño permanente del alcalde, José Ignacio Landaluce, con las inversiones que anuncia y no hace. La nefasta gestión económica que está haciendo tiene consecuencias cada vez más evidentes, especialmente con la suciedad que existe en toda Algeciras, el abandono en el mantenimiento de los parques y otros espacios públicos, y los innumerables baches en la calzada y boquetes en las aceras”, lamentó Silva.
Los socialistas reivindicaron también durante el pleno la inversión que está recibiendo la ciudad con los fondos gestionados por el Gobierno de España y por otras instituciones gobernadas por los socialistas, poniendo como ejemplo que solo durante 2021 se recibieron 25 millones de euros en transferencias del Estado.
“Nunca un gobierno local había tenido tantas facilidades y oportunidades para mejorar la situación económica local. Pero con Landaluce en la alcaldía es imposible que Algeciras mejore. No es solo torpeza política sino mucha dejadez por parte de un alcalde centrado sólo en su imagen personal y en la continua venta de humo. Landaluce, además, ha tenido que cargar ahora a las arcas municipales el pago de las deudas que generó en su primera época de gobierno en el año 2000, sobre todo con el parking La Escalinata, y sigue endosando sus caprichos sin generar riqueza para la ciudad y sus habitantes, en un continúo despilfarro de dinero público”, lamentó también Fernando Silva.
Silva reprocha a Landaluce su “falta de vergüenza política” sobre el tren
El viceportavoz municipal tuvo también ocasión de lamentar durante la última parte del pleno la “falta de vergüenza política” mostrada por el alcalde, también senador del PP, al presentar este partido una moción para la compra de billetes de trenes con destino o llegada en Algeciras, así como para que se ejecute lo presupuestado en relación con la Algeciras-Bobadilla. “Tenemos un problema con el tren, sí, y todos estamos de acuerdo en reclamar inversiones. Unos las reclamamos gobierne quien gobierne, de la misma manera que reconocemos que los avances que se han producido en la mejora de nuestra conexión ferroviaria siempre, y digo siempre, han venido de la mano de gobiernos socialistas. Nada del Partido Popular”, advirtió Fernando Silva, que acusó a Landaluce de mentir “con descaro” con el único objetivo de criticar al PSOE, “haciéndose pasar por lo que nunca ha sido cuando el PP gobernaba en España”.
“Usted, que se las quiere dar de dialogante y aglutinador de voluntades, ha llegado a vetar a instituciones como la Autoridad Portuaria en reuniones celebradas en Madrid, con gobierno del PP, porque no le gustaba lo que iba a decir su entonces presidente, Manuel Morón. Hoy, cuando el presidente es su hermano, ahora el puerto es lo más. Todo lo cocinan ustedes en su casa”, reprochó Silva a Landaluce, en el que fue uno de los momentos más tensos del pleno.
“Usted, con gobierno del PP en España, se ha hecho fotos con Rajoy, con piedras… Mucho blablabá, mucha foto y poco o nada hecho. Cuando el PP gobierna en España usted se pone de perfil ante los problemas. Igual que hace como alcalde, que no hace nada por el transporte público, y la solución en inversiones para modernizar la flota van a llegar gracias a gobiernos socialistas, en Madrid y en la Diputación de Cádiz”, le afeó también el viceportavoz socialista.
Silva continuó explicando que las partidas presupuestarias para la mejora de la línea Algeciras-Madrid existen y se están ejecutando. Actualmente, se está redactando el estudio informativo del proyecto de electrificación del tramo Bobadilla-Ronda, adjudicado por el Ministerio de Transporte en mayo de 2021.Y Red Eléctrica avanza para que dispongamos de infraestructura para esa linea entre 2023 y 2024.
“Pero ustedes a lo suyo. No hacen nada cuando gobierna, y se dedican a reclamar cuando están en la oposición”, añadió Silva, lamentando que el alcalde, más interesado por la bronca y el engaño que por resolver los problemas, juegue ahora con una interrupción por obras en la vía con Madrid para confundir y polemizar. “Pero ya engaña a quienes se quieran dejar engañar. A la hora de hacerse las fotos para aparentar en la puerta del ayuntamiento tiene que llamar a quince personas de reconocida militancia en el PP, con casi todo el equipo de gobierno incluido, y ni así llega a conseguir lo que anunciaba”, concluyó.
Apoyo al fomento del uso de la bicicleta, aunque llega con retraso
En otro orden de cosas, los socialistas algecireños respaldaron durante el último pleno de julio que el Ayuntamiento de Algeciras vaya a modificar la Ordenanza sobre la movilidad en bicicleta y el uso de zonas ciclables, aunque «lamentando que hayan tardado tantos años en asumir el error de su propia dejadez y de su soberbia política».
El viceportavoz municipal recordó que «esta modificación que nos presenta no es necesaria, sino que es obligatoria. Se lo dijimos en pleno en 2016, y han tardado siete años en asumirlo, que se dice pronto». «No escucharon entonces a los clubes ciclistas, al laboratorio urbano de la bicicleta ni a las asociaciones de personas con movilidad reducida», añadió, confiando en que en lo sucesivo “también se trabaje en la prevención de accidentes, incluido el patinete eléctrico».
Otro asunto en el que los socialistas se mostraron a favor fue el de la aprobación provisional del Plan Parcial de Ordenación del sector de San Bernabé, aunque recordando la necesidad de que haya más reserva de terrenos destinados a dotaciones públicas, en ésta y otras zonas de la ciudad.
Asimismo, el PSOE algecireño votó a favor del convenio de gestión pública del tratamiento y depuración de aguas residuales de Algeciras y la explotación de la EDAR de Isla Verde, reconociendo también la actuación llevada a cabo durante este tiempo por la empresa pública comarcal Arcgisa y la propia Mancomunidad de Municipios del Campo de Gibraltar.
El portavoz del grupo municipal, Juan Lozano, también presidente del ente comarcal, explicó el voto favorable del PSOE en un tema de vital importancia para la ciudadanía de Algeciras, que, según recordó, “supondrá un ahorro significativo y solventará problemas medioambientales”.
